Web development is considered to be the low resources and processing power Category. For web development, you don't need the top kind of Processor like i5,i7, Ryzen 7 etc. Instead, you can do web development with just an Intel Pentium, i3 or Ryzen 3 or 5 with 4gb of ram that's it.
You can easily fire up IDE like phpstorm, visual studio with ease and for beginners sublime text or visual studio code will be fine. And all these will work whether you are using high-end libraries or just starting, no problem.

1.Dell Vestro 3478 i3 8th gen:
This is a laptop that can handle web development very smoothly. Now the reason that we have put this laptop on the first it’s because of its specs with portability and ease of use.
This is a 14-inch laptop which is compact in size and it comes with an Intel Core i3 8130U dual-core 4-thread processor underneath and with 4gb DDR4 RAM. Which can handle pretty much everything regards to web development.
Now apart from this it has a fingerprint scanner which is a nice thing to have, 1tb of hard disk and it comes with ubuntu or windows 10 operating system.
For this, I will be suggesting you get the Ubuntu variant because it’s a lot cheaper like INR 5k-8k cheaper than windows. I will be suggesting you add an SSD to that for faster boot up and loading of programs and later you can buy windows if you really want.

Now, this is a very interesting laptop under 35000 INR. It has a Ryzen 5 2400u with is very close to Intel core i5 8th gen and it has vega 8 graphic which can play AAA titles games and its performance is between Nvidia mx130 and mx150. Which is very good for the price you pay.
This laptop comes with 8gb DDR4 RAM to handle multitasking smoothly. you don't need to worry about ram uses. It comes with DOS and windows, but for windows, you will get only 4gb DDR4 RAM. So I will be suggesting to go with the 8GB RAM Variant.
With this laptop you can do Web development without any hiccups or hang issue, Ryzen 5 can handle them Very smoothly with its 14 nm 4 core design architecture. This is also good for gaming also, You can play PUBG at medium settings, GTA 5, Or Rise of the Tomb Raider very smoothly.

Now here is a catch, if you planning to do only basic stuff or creating basic data model or just start with it than you don’t need to worry but if you are a pro and you are training you model very intense and your data is big then you gonna have to move to cloud platform for this because to process a large amount of data, a simple laptop cannot do it and its required more processing power. So the cloud is a better option.

I know this is a gaming laptop but this laptop is very lightweight at around 1.8kg and within that thin body they put Intel core i5 8300H, 8GB of RAM and a 4gb Nvidia 1050 graphics card plus it has a full HD display which is pretty good.
This is not a cheap option but it’s worth considering that this laptop is capable of doing pretty much everything. Its thin, light and its portable, which is a good thing to carry around. The build quality of this laptop is very good with its all metal design.

The best thing about the mac is its Software and Hardware Optimization. That is the main lead in the apple that keep it unique from its competitors. And the new MacBooks always thin and light, great display and all that stuff you get.
